Russell is a Senior Associate Consultant with fscom. As a payments specialist, he works with the fscom team in helping guide payments and e-money firms with their applications for authorisation and adhering to the regulatory requirements in Ireland.

Russell combines his extensive regulatory and strategic experience with over forty years’ experience in roles including Senior Payments Specialist with the Central Bank of Ireland’s Payments Authorisation Team assessing and making recommendations for many payments and e-money firms now authorised in Ireland including Facebook, Google and Stripe. He also headed Strategic Development at IPSO, now Banking and Payments Federation of Ireland, and held a number of key payments-related roles in the Bank of Ireland, where he headed the bank’s Group SEPA implementation programme.  

Russell is a renowned speaker and has represented fscom at various industry events and conferences across Ireland.
